Neil has practiced law in Cumberland County for over 45 years.  His primary area of practice is representing property owners in condemnation actions brought by the Department of Transportation, Units of Local Government and Utility Companies.

Neil is Chair of NCAJ’s eminent domain section. He earned his law degree from UNC School of Law and has been a NCAJ member since 2013.
